Unbale to get incoming facility in the roaming

Hi,

I'm Gopal from mumbai. I purchased a prepaid connection of Airtel from mumbai last month. While i was at mumbai it was working fine. I have submitted all the documents required to the dealer. On a business toure I'm on roaming now. I'm able to make calls using this SIM but i can not receive any calls. I have tried several times to the customer care but the answer is they are helpless.

I can't understand whom i should approach to get my problem solved.
