Not providing free call from mobile to landline

I have come to know tha BSNL is providing one sim card at nominal price to the customers who already have BSNL landline connections in their names.

i have also purchased one sim card from raj nagar, gzb, with mobile no. 7599342459 on 24/12.the sim is attached with my landline phone 0120 -2651044.

on 27/12 i have received an sms message from "SELFCARE" stating that"plan is not allowed for friends and family scheme".

you are requested to provide me paln on my mobile no.7599342459 with free call facility from this no. to my landline no. 0120 2651044 otherwise kindly take back the sim card from me.
