Punagam subdivision can't accept aplication for new connection of mobile tower purpose

A mobile tower company name of ATC Eassar Telecome pvt. Ltd. installed new mobile at sargam society punagam surat. it is purpose of public service. and for that purpose company application to D.G.V.C.L for new parmenent connection at punagam sub division office. but Deputy. Engg. Mr. desail cannot accept this application. as per his argument you have not registery of property. but we have kabja rasid (0ne types of power of aetorney) in this all location no body have registry document. as per municiple corporation can't ragister. in that cause what i do for parmenent connection.
