Fee Problem

I have Applied for new landline conection in saktinagar (U.P) dated-6-11 and deposited - rupees for that but due to transfer of my unit from sakti nagar (U.P) to Damanjodi (Odissa). I am unable to get the connection at my previous address and I requested to the concern department to refund my connection money and send the receipt details of the connection. They also replied that we have received your receipt and it get into the process but till now I am unable to resolve this problem. Please go through this problem and resolve this problem.
