My Number is issued to else

Airtel Mobile service provider just issued my old mobile number to other person. I was Using that number since 2006 when I came to Delhi University for LL.M.. I assessed the authority they just involve in answering that if user does not use his number company allot that number to other but how they can do that when i have taken my number on terms of Life Time validity at Rs.999.
