Not able to make calls at all - Network Busy

I had spoken to corporate desk twice on 808 & was assured that the problem would be solved in 15 days. But after the passage of 4 months also my problem remains. Now they are also not able to give further assurances. I wonder if takeover by Hutch & consequently by Vodaphone had resulted in this. Counting how many more months or else opt for another operator.
