New landline telephone connection problem

I had booked one telephone connection on date 05/04, vide consumer no.48653562, was told at the time of connection that with in 15days i got the new connection, but still 5 months after i was waiting for the new telephone connection, i had connected every tel. Exchange office, but i am not able to get proper respond.

Will bsnl officers help me to get the connection.
