Dead BSNL land line - and continuous billing reg

I had a BSNL land line No. 27051216, and from June'2010 my telephone is giving lot of trouble ie., after 4 to 5 times disconnection then I am getting the incoming call and out going calls also become a problem for me. Due to this We lost some very important Telephonic interviews from abroad. Inspite of several complaints the BSNL authorities visited and simply told me that unless our area became Electronic exc hange my problem will not be rectified. Then I told them to disconnect my connection. Even though there is no incoming outgoing phones I am getting billing for nearly 4000/- pl. look into this and do justice for me.
