Number suspended

I, Use BSNL Prepaid connection number is 9481884370, There is a message coming from bsnl "your number is suspended please recharge" But, I don't know why. Just before one day I have recharged 200 rupees.when i want to try outgoing from my phone, i cant do that, But My incoming is done properly. I talk to consumer number 1503. but there is no response, they telling server down please call after 1 hour. I have called several time but still i have problem, TOTALLY WASTE CUSTOMER CALL CENTER so please check your system for this number and give me a solution on this mattar.
