International sim card billing irregularity

I had taken an international simcard from matrix cellular international at mumbai int airport on 21 feb for one yea rental and the plan offered was global sim roaming with incoming calls free in 58 listed countries as per their list of countries. Venezuela was one of the countries included in the list and i hadrecieved calls from india in venezuela asincoming calls were free in venezuela as per their list.but to my surprise i was charged rs 2800 for the calls recieved in venezuela.i have sent repeated mails to the comp regarding this matter and also informed them abt this matter on their helpline but till date my money has not been refunded nor have i heard anything from their end.i have terminated my contract with matrix cellular and returned back their simcard.please help me recover my money back.
