BSNL landline is dead for last 5 months!

Our BSNL landline 04177-245475 is dead for the last 5 months. But, the telephone is comes for more than rupees 400 every month with being utilized. And there is no proper response from the officers whenever my father Mr. Lakshmanan given complain. I hate BSNL!
