One Time Charges and Huge Bill

I have given the complain in Customer Care in 1500 regarding i have got huge bill in Bill no:12075346, since they says to contact this no:0416-2217548, i hvae tried but they are not giving the proper responses, Since BSNL is the top most Service Provider and it is Govt Company, Why there are not treating us and there are not giving the proper responses... I want the the above bill number to be resolved as soon as possible. Why there is large of Bill Dispute in BSNL???
