MNP from MTNL to Aircel

I filled up the form on 26th Jan to port my existing MTNL trump number (9868092208) to Aircel but nothing has been done till now and now it has been conveyed that MTNL has rejected the request without giving any reason. Can I request help on this or whom to contact.
