Missed call and fraud

I got a missed call at 07.09.40 am on 13.08.2011 from mobile number 923009029201. When I called back a man lured me that i have won Rs. 25 lakh. I was not interested so i disconnected the phone but within 30 seconds Rs. 20 were deducted from my balance.

Kindly bring me justice. Please suggest me should i go to civil court.
