Misleading on MNP

I have requested for MNP for my mobile no (90254*****) to Airtel as I want to change my operator from Reliance GSM. I have submitted all the required documents with the filled form and handed over to Airtel on 15th Feb but there has been no response till date (It has been 9 days and the maximum 7 days are mentioned for this process). I called both the customer care centers countless number of times but to no avail, I did not get any satisfactory response. The airtel people are saying that the process is not happening from Reliance side (as Airtel did not get approval from Reliance) and reliance people are putting blame on Airtel that they have not received any documents from Airtel.
