Non compliance of porting request

I requested MTNL for porting of Dolhin mobile no 98682 08096 to Air-tel on 9.5.2012 and again on 14.5. however both requests were declined with the reason for having payment dues when at the time of both request no bill was due for payment. All bills are being paid within given time limit since taking the connection and last bill for the month of April due by 28.5.12 has been paid on 19.5. two days before the 2nd decline by MTNL on 21.5. which clearly shows that MTNL officials are not complying the Govt guidelines regarding portability neither are ready to improve there services so that no one is forced to part away..
