Forcefully deducted Rs.45/- from my prepaid account

I have buyed a card of Aircel. Not even one month is passed. Today at 4.44pm there was a call from mobile no.9768097060. Person who called, explained me about the scheme of Rs.45/-. I did not gave him okay, even though he deducted Rs.45/-. How can he deduct like such? Is there any body to control this or such type of loots happens every day? I want my money back. Pls take the necessary steps or I will destroy the card.
