Dialer tone activation without being asked

Sir,

I am hereby submitting a complaint against the Aircel, India to activate the dialer tone services without my permission. Also deducted Rs 30/- from my account balance. Even though i have made a recharge tariff of Rs 129, two days ago, in which they have provided Free Internet Access, Free Dialer Tone as well as Rs 60/- for a month. After that also, they have deducted an amount of Rs 30/- for Dialer tone activation.
