Non Refund of Payment towards cancllation of Connection

I have not received the refund till now there executive Mr. Tushar Pradeep Achrekar (Mob no.: 9768198180 has not come inspite many reminders.

I have booked for connection (Billing) on 06-09, with in next 7 to 8 days I came to know that my connection cannot be activated due to documents problem and amount will be refunded but till today I have not got my refund Details as follows.

Let me know what the procedure to get refund because executive is saying he will come and refund but it more then 15 to 20 dyas he has never come to house and off late he not answering to my calls also and I want to do official complaint against this person.
