Not Able tomake isd calls

I have a Aircel number : 9762500503

as I amtring to make ISD call from 5 dayes but its not working.

I called CC 121 And Complaint helpdesc 198 lot of times for same but they use to say that we have resolved issue now you can try but it never works.

they use to lie everytime.
