TATA DOCOMO fraud CHARGING

I am using TATA docomo internet from last 1 year with there free packages but while i am using MoneyControl android application they are deducting 10paisa for every 10 kb. I had talk with MoneyControl guys thay are saying it is absoluaty free and it is not chargable as all over india using it free then why TATA DOCOMO charging me for this from LAST more than 6 monts i had mark complaint to Consumer Court but no respons from that guys.kindly help me as it is very irritating.
