Non delivery of speed post lette

One envelop was sent through Speed post locally on 15.12.2012 vide Receipt No. ED 792532523 IN by paying Rs. 17.00 through Postmaster Shalimar Bagh, Delhi-110088 addressed locally to Shri A C Bedi Raghubpura Delhi. 110031, containing urgent letters for further disposal by the address, till now it is not delivered. I failed to understand the working of the Post Offices who after collecting huge amount of booking thereafter sleeps and waits for the consumer to complaint against their working. Such attitude is harmful for the Consumer as well as for the Govt. Officials who have become fearless of any strict action and are bent upon in non delivery of letters to the addressees, irrespective of their importance.
