Msg offer is not activated

I activate msg offer through mobile by way of sending msg to 53733, 2 times i lost money but no offer is acitvated, now i send STV23 to 53733 . the offer is not activated, the rply from bsnl is incorrect request. when i try to call customer care, it is not connected, i try more times in these three days
