Activated service without my concern and not refunded my money

Dear sir,

My mobile number is 9722753121, I Had balance of 25 Rs..and the company had activated sport news service without my concern and cut all 25 Rs..When i called customer care for refund my money but they behaved rudely with me and refuse to refund my money.please take action against them.
