Outgoing barred inspite of extra bill payment

Outgoing on my postpaid aircel no. 09697520085 is barred since 06 jun 10. i paid Rs. 1000 on 07 jun 10.i was promised outgoing will start in 6 hrs. but it is more than 116 hrs. outgoing has not started till now.i have spoken to almost eberybody in their customer care centre.everybody promises that outgoing will start in 6 hrs. but it never starts.i am fed up with their services and their promises. pl help.
