Sim card registration failled

My phone sim is blocked due to puk code after 10 attemp its shows registration failled message when i put a sim card in a phone, after this i have gone to a aircell dealer he told me give me a photo and photo identity ok then i hav give that also he told me that its will be done after one day then also i said ok it will be fineTHEN AFTER 14 DAYS I HAVE CALLED ALSO THEN ALSO THIS PEOPLE HAVE GIVE ME A SAME REPLY IS WILL BE DONE AFTER 4-5 HOURS the problem is i have paid 100 rs also for sim card then why still my sim is not working.is this type of service of aircell dirtributors provides or the aircell provides a worst service this is a name and adress of a distributor: AMIT COLLECTION, SHOP NO 1, SHREE GOVIND, DARSHAN, WADAVALI SECTION, AMBERNATH (E) -421501.my name is vinod solanki my mobile no is 9892478953
