Unable to contact Customer Care officers

I could not able to contact CS people. In our mobile, out going SMS is not going, for which I tried to contact, AIRCEL customer care, but i could not contact them. I tried Customer care No. they forwarded to Customer care executives, only advertisements are going but line is not responded. I tried 10 times. Why bloody perons are not responding? I could not able to send SMS from my mobile to other mobile. Pl respond to this.
