Aircel/postpaid connection

I had applied for pos-paid connection with Aircel in the month of December the dealer representative did not hand over the SIM card and said will deliver it the next day. But even after 2 weeks I did not receive the SIM card.
In between, I received welcome calls from AIRCEL on my VODAFONE number stating my Post-paid connection has been activated. I spoke to the Customer Service Rep of Aircel immediately and asked them deactivate/cancel the connection since I was disappointed with their services so far.
WHich did not happen and I received the first month bill for the remaining part of December in January--Immediately, I went to the TAMBARAM Aircel Customer Service Cell and gave a written request for deactivation and stopping of billing towards the number. Saravanan Customer Service rep gave a written acknowledgement stating it will deactivated in 1 week..
Even after this I continued to receive bills for Jan and Feb-I spoke to Aircel helpline and lamented;/requested for action, finally was asked to mail the request to talktoaircel email with all the information. Which I did on 03/22. Subsequently, I did not receive any bills and I assumed they must have deactivated the number finally.
To my dismay, a collection guy from Aircel came to my residence on 09/08 and spoke to me over phone stating I am a defaulter and have to pay the outstanding one thousand and something.;
I told him that I never received the SIM and the compliants I have made.
He was adamant to accept my explanation.
Please do the needful to help me out of the situation.
