Unnecessary automatic value added service activation without intimation

Since last 6 months this comes to our notice that without any intimation they are automatically activating Value added services on my Fathers Mobile no.

When we ask them to refund the Amount they have deduced, the customer care executive is behaving rudely.

Sometime we accepted that past is fine but in future we are not interested any kind of Value added service on this no. then also they are activating as soon as they found Ample amount of balance in the account,

Please help us out.
