Unncessary balance deduction and helpless customer care service

My mobile Number is 9972627665.
I was using this connection for past 4 years. But now a days customer care service is not at all helpful and making more disturbance with this airtel connection.
I am having the compliant with my balance deduction for using the mobile internet service. I have been using Rs. 19 internet service which is valid for 3 days. After 3 days it used to get renewed automaitcally. But when i try to deactivate by dialing *567*2# as per the message instruction got from airtel, it is not happening and balance got deducted automatically. This has happened two times and even yesturday as well.
As i was trying to deactivate but it dint happened and more over arount Rs.19 got deducted from my accout. And next day morning i got the message from airtel as same as before saying that Rs.19 deduction for 3 days internet service. Now i lost Rs. 38 from my account and when tried the customer compliant number there is no proper response and he discontinue the phone without informing and very unprofessional manner. Again i made a call and one Mr. Ganesh took the call and he informed that there is no unnecessary balance deduction and when i asked him to check and explain briefly by checking the balance he told me to dial *121# if you want to know the balance and he cannot check and tell me the balance amount. And he also disconnected the call immediatey without informing and blocked me from further calling to customer care because of that i was not able to call again.
Airtel is very hope less and should be penalized for such things. and this not happening for me for the first time. Earlier also same kind of issue happened for me and now i really thinking about changing my service provider because of this improper activity from airtel and hopeless customer care service.
Can anyone please help me on this by getting my money back which is Rs.40 and please let me know how can i deactivate the internet service as and when need. I dont wanted to continue this because of this i was trying to deactivate, but was not able to and amount got deducted.
My compliant number is: CBDCC20328561457 (I really dont know what they have mentioned in the compliant and no hope at all on processing this compliant)
Please let me know whether changing the service provider is the best option than resloving this issue...!!!??
