3G data card speed it pathetic and is in few kbps

Ms Narendar (9871999470) called me from airtel and asked me to visit the Airtel outlet again to receive the refund for data card. I visited the Airtel outlet (Chandra layout) on 11 Jun and their attitude was same and refused to refund the money. Ms Narendar told me she will get back to me with in 48 hrs and its been 3 weeks she never called me again.
I am tired of writing here and if my issue is not resolved again I will have to go to Court
FYI – I had also purchased TataDocomo 3g data card which also had speed issue, Tatal Docomo people immediately refunded the money. Not sure why Company like Airtel is cheating people.
Also I am getting calls from Airtel Billing department to pay the bills for Data card. I don’t understand why I should pay that when I never got the speed Airtel promised.
