Excess Billing or Misuse of my SIM by 3rd party

In April soon after installation of a broadband connection, I was persuaded by the Airtel sales department to take a post paid airtel number 9650744411 on an annual rent of Rs.500/- with actuals against usage. Even though it was not my requirement, I subscribed to the idea but never used this SIM. As a result a meagre 183/- has been billed to me during the past 14 months usage against this number.

But now suddenly, I have been contacted by Airtel collection people to pay Rs.21000/- (twenty thousands) for usage of 3G services on this number during the past one month. As I have never used 3G services on this number and therefore on 10.6. I have sent a Complaint to the Nodal Officer and the Appellate Authority in Airtel through their email ID: appellate.ncr@airtel.in, nodalofficer.del@airtel.in, nodal.ncr@airtel.in In my complaint to Airtel, have said that I sense a fraud in it and that they should investigate it and prosecute the wrong doers. And that they should remove this outstanding from against my name.
