Problem using Internet

In the mobile number 9612823174 from last 2 month i am facing problem doing Internet. I am getting speed of about 0-6 kb/s but i have seen others that they are getting speed of about 20 kb/s most of the time, i have complained in the customer care (number: 12118) for more than 20 times but till now i have got no solution of this problem. The customer care told me to update my phone software (Nokia 5233) again which i updated about 2 month ago and more than that they told to change my mobile phone (which according to me is not a fair answer given by the customer care)
