Non functioning of airtel pre paid mobile

I had bought a pre paid airtel number 8106575427 0n 21 dec. however after 7 days the incoming and outgoing calls have been barred because my form and id proof has been misplaced and not reached the agency where it is required. i had also bought another airtel number on the same day, and all the forms and id proof for that have been verified and the mobile is working fine. how is it that one form reaches and the other doesnt. its been over 20 days now...
