Unnecessary charge for Customer Care

This is Sabarish. I have been using Airtel mobile network since 1.5 years. Now, whenever i need to get assistance from Airtel, i am calling 121 and i am charged at the rate of 50 paise / minute from my account balance. I am not sure why there is a tariff to avail a service assistance from the network service provider which is definitely supposed to be free of cost. I got to know that we can call 198 alternatively which is now free for users. However, the representative of 198 is forcing me to call 121 again as they cant provide any technical assistance. What a weird support by India's famous mobile network? I am looking for a valid response from Airtel on this issue.
