Cannot send msg to new serious obile numbe

Am Prabhu. Am in Bangalore I use airtel and Idea (spice) SIM. my problem is i'm not able to send msg to new serious number (ie 91 80561 XXXXX). This new serious is from AIRTEL, Chennai. I spoke to customer care of both Tamil Nadu and Karnataka. I had no good response. Executive in Karnataka care is teasing me using the same slang which I use.

That number is able to msg me and able to receive from other number. Msg is not received from STD mobile number. Careless people for customer. I wonder what people in testing dept where doing without noticing the error.
