Any time deduct money from my mobile balance

Sir my name is PK Soni and my no. Is 9636010938. I faced the problem, 30 Rs deducted in my balance of 24 dec 09. I called to customer care, c/c told me a new subscription activated on your number and i can't any help, he replied me this is not my fault, this is your problem and u may go anywhere. So i requested to take strict action against company for this type 420's and return back my money in my balance.
