False Commitment towards custome

I called airtel customer care for sms service they told me to message SMS10 to 51619 and after that i will be charged .10paise sms and it will be activated within 4hours but now it has been almost more than 48 hours the service has not been activated on my number and so i want to case a file against airtel for their false commitments.
