Arbitrary unilateral revision of terms of service for Broadband

Aitel have infomed me that they are reducing the speed of Broadband connection for my Phone 044-45490236 at Chennai on reaching 100GB of Downloads by approx half to 1149 Honeplan, which is a breach of trust and agreement of terms of service at the time of offering me the Service. Also I want to know under what authority, say like TRAI recommendations etc, they are unilaterally doing this. my efforts to seek redressal through their Customer Care is in vain. please do the needful.
