Unwanted charges

Dear sir/mam

I have a airtel prepaid sim and my no.is 9993890990 and i have some trouble with my network provider. when i call to my customer care no 198 then thay told me that i should call on other customer care no 121 and it is chargable . whan other company, provide us this facility, free of cost 24/7 customer care service so why thay charge for that.
