Uninformed deduction from my accont

My mobile No. is 917709605845. I received a unsolicited/unexpected call from 919561006194 while I was riding my bike and did not attend and apparently it was a miscall, The above miscall no., which I now understand, is the number of Airtel Promotions. Not knowing that it was from airtel, I dialled it back to the same number when I disconnected it failing to get a response, I got three sms from airtel saying that they have deducted around Rs.25/- for hello tunes, which I have not subscribed for. More pathetically and very crafty on their part it is not possible to speak to a customer service through phone. In some cases you would be charged for calling the customer service. I am surprised by the silence of the law of our land in this regard. Are there legal thugs out there?
