Delay in sending SMS

I am Biranchi Narayan Nayak. I am an AXIS Bank customer. And I have savings account with NetConnect facilities for Internet Banking. I am a prepaid AIRTEL customer. I have registered my Mobile number (AIrtel subscriber) on the Banks's website http://www.axisbank.com. Every time i do an online transcation, an SMS is being sent from the Bank to my mobile having the NETSECURE token. And using that token we perform our internet transaction.
But for few days i am not getting the NETSECURE token on my mobile phone, and most of the times the SMS reaches me after a long time by then the transaction would expire. But it is clearly mentioned in the Banking site that the SMS bearing the NETSEURE token would reach within 1 minute.
When I tried to contact the Airtel Customer Care (198), they were not able to give me satisfactory answers. I couldn't do the transactions on time, due to which i had to bear heavy penalty.
Please let me know what are the actions that i should take against the Mobile Service Provider and recovery my money.
