Charging for missed calls

Sir,

Often we are facing problems with incoming calls. Now, (25.11.10, 9 am) my mobile is on the table. No calls being attended. But I got 3 messages from Airtel "You have missed call (s). Dial *321*881# to subscribe to Missed Call alerts and know more about who called you. Charges Rs. 15 for 30 days." What is this attitude? Then what is the purpose of the mobile. How can they block the incoming call and make it as a missed call. I am facing this problem for long time. Expecting solution.
