Can not call to some specific numbers

My airtel no. is 9800601301, this no. is from West Bengal. When I am coming to Andhra Pradesh, I can not call to those nos. which are started with 9800. I complained to West Bengal customer care regarding this, but they are telling, Andhra Pradesh customer care has to solve this problem, but I can not connect Andhra Pradesh Customer care of Airtel. Please solve my problem.
