Illegal account balance deduction

a Rs15 has deducted from my acount without any information. The same when asked to the customer care executive, he told to throw out the sim if you are not interested with the service. I request you to kindly go through this matter refund my account balance. Yesterday I'd recieved a call from a customer care executive and he told to return back my balance but till i dont get the same. Why do you want to make me fool?
