Unauthorized activation of charges

Airtel is going worse as they are taking charges for unauthorized service activation.. I called to customer care and they are saying cooly that form the network side they have taken the balance and wil refund it... I will check my balance often so i came to know that they have charged for unauthorised activation.. How do people form RURAL areas will know this???
