Whats wrong with airtel...?

why they are not providing MNP..?

i have applied for MNP from Airtel to Reliance GSM on 3-02 but after 7 days the msg received is that- it has been rejected due to "contractual obligation violation"... i dont know what it meant but i have did all the legal documentation.

please sort out my problem i want to shift to reliance.
