Debiting the amt for dialing

My mobile no 9940458732. I have called my friend who is living at libia. Airtel is charging (billing) the amount for just dialing a ISD number. When I ask customer care they are disconnecting the line and not even responding me properly. I went to airtel and enquired about this... they are easily answering me that "they will debit the charge for dialing the ISD number" though no one has picked up the call in libia. Please look in to this immediately as they are pulling the hardly earned money from our ppl.
