Extra charge in bill

Sir,

I had recently changed by mobile plan. i had changed it to cooperate CUG plan and in my first bill they had charged extra money that is Rs355.04 that is for ONE TIME CHARGES but this information is not mentioned in terms & conditions of the cooperate plan. I had choosen 70 to 80 mobiles for this plan and in some of them this kind of (one time charges) is not charged and in some mobiles they had charged this (one time charges). The mobile in which the extra money is charged os- 9958005660 (bill no'-436475974) and the mobile in which no extra money is charged is- 9818000015.
