I have a problem with recharging RC 61 or RC 59

both plane to reduce pulse rate in charges

previously i activated roaming RC43 for toor purpose now i want to recharge RC61

i have tried to recharge several times but it is not done

i called customer service call center several times but they haven't provided any proper information

kindly give me the activation permission for RC 61
